payments distributor guidance

The operational guidance for payment distributors details the process and theory of DAS.  This guidance will assist payment distributors if they are involved in a DAS DPP and provide details and explanations regarding the procedures involved in DAS.  In addition the guidance provides instruction on the responsibilities and duties of the payment distributors while they are participating in  DAS DPP.
